There is no option for local files. It doesn't come up. Tho it is on the computer Spotify app. The only way to do it, is to make a playlist. Drag everything from local files into the playlist. You can even click offline mode for what its worth. Obviously its already on the computer as its local files. Any issues are normally down to communication issues so here's a list of things to check if local files won't download. Your PC and mobile must be connected to the same Network/SSID and spotify should be running on your PC. In the Spotify menu, click File→Preferences (or Spotify→Preferences on a Mac) to reach your Spotify Preferences screen. Below Location, click Browse. A Browse dialog box appears. Navigate to your external hard drive or storage device (E:/, for instance), and then select a folder in which you want to store your cache file. It’s worth mentioning that Spotify creates a bit of a ‘mess’ when it stores files – it utilizes a lot of coded folder and file names. You will almost certainly want to create a specific folder to store all of the other. Folders that Spotify will create. When you’ve selected the new location, restart Spotify.

The first time Spotify scans your local files may take a few minutes, depending on how many music files you have, but you can listen to other tracks within Spotify while the files are indexing. - Open the Spotify Preferences by selecting Spotify from your Menu Bar, and then Preferences from the pull-down list. Windows users: select Edit and then Preferences…

- When you re-start Spotify it’ll move all of the files to the new location. As illustrated in the screenshot below, it does create a rather confusing series of folders with just as “strangely” named files inside them. It’s OK – you’re not meant to really be sorting through them, it’s just the way Spotify stores things.
If you have Premium, you can download your favorite songs, albums, playlists, and podcasts, so you can listen to them without an internet connection.

For Windows: Click File in the Windows menu at the top of the screen. - Select Offline Mode.
Download music and podcasts
- Go to the playlist, album, or podcast you want to download.
- Tap to download.
Note: On Android, tap Download on to download an album or playlist.

By default, downloading with mobile data is disabled. To enable it:
- Tap Home .
- Tap Settings .
- Tap Music Quality.
- Under Download, switch on Download using cellular.
